Eligibility for Opportunity:

• To embark on this entrepreneurial journey, you’ll need to be at least 18 years old and possess an Aadhaar number linked to your mobile. For the hands-on Operator/Supervisor role, a minimum 12th pass education is generally required (with specific provisions for Aaganwadi/Asha workers). Crucially, you should possess basic computer skills and familiarity with local language keyboards – vital tools for running your own center efficiently.^{1 2 3}

Essential Training for Success:

Before you even think about the exam, it’s highly recommended to undergo training on the Aadhaar enrolment and update process. This training is typically provided by the Enrolment Agency or Registrar you plan to collaborate with. Think of this as your business foundational course, equipping you with the practical knowledge to serve your future clients.

The Certification Examination – Your Business License:

The all-important certification examination is conducted by NSEIT Ltd, an agency authorized by the UIDAI. This isn’t just a test; it’s your key to unlocking the ability to operate independently. The online, multiple-choice test rigorously assesses your proficiency in performing enrollments and updates according to UIDAI’s stringent standards. The Test Structure for the ECMP Operator cum Supervisor Exam has been amended with effect from January 1st, 2022. With 100 questions to be answered in 120 minutes, you’ll need a score of 65 or higher to pass. The total marks for the ECMP Operator cum Supervisor exam is 100, and candidates scoring 55 or more marks shall get certified. Candidates scoring less than 55 marks will be declared failed and must reapply. The exam fee is Rs. 510.94 (including GST), and if needed, you can retake it after a 15-day gap. Each attempt is an investment in your self-employment goal. If you fail or are absent, you can use the same TCA registration ID to schedule your retest, for which a retest fee must be paid.

There is also a CELC Operator Certification. The duration of this test is 50 minutes. Any candidate scoring 19 or more marks shall get certified as Operator CELC, and those scoring below 19 marks will fail. A CELC Operator can only perform Child Enrolment using a CELC tablet and cannot perform any other type of enrolment (ECMP or UCL).⁴

Registering for Your Future:

• To register for the exam, you’ll need to generate an Offline Aadhaar XML file and share code from the UIDAI website. Then, you’ll register on the NSEIT UIDAI Exam Registration Page. A critical step here is obtaining an authorization letter from a Registrar/Enrolment Agency. This letter signifies your intention to work with an established entity, which is often a prerequisite for setting up your own service point.⁵

Post-Certification – Launching Your Center:

Once you’ve successfully cleared the certification, your entrepreneurial journey truly begins. You’ll primarily contact the Registrar who provided your authorization letter to formalize your role as an Aadhaar Operator. While you’ll be associated with an Aadhaar Enrolment Agency (EA), the certification empowers you to take on the responsibility of managing and operating an Aadhaar service point.
