Overview of the Recruitment
Patna Metro Rail Corporation Limited (PMRCL), a 50:50 joint venture between the Government of India and the Government of Bihar, has announced a recruitment drive for various posts on a contract basis. The notice, with advertisement number PMRCL/Estb-06/2020/A129, was issued on August 3, 2023. Applications are being sought from experienced, dynamic, and motivated candidates of Indian nationality for a one-year contract, which may be extended based on performance and the company’s needs. Available Positions and Eligibility Criteria
PMRCL is recruiting for two key positions: General Manager (Environment & Social) and Consultant (Land Acquisition and R & R).
1. General Manager (Environment & Social)
This position has one vacancy.
Eligibility Criteria
- Educational Qualification: Candidates must have an ME/M.Tech/PG Diploma in Environmental Engineering or Environment Management from a government-recognized university with a minimum of 60% marks.
- Experience: A minimum of 10 years of post-qualification executive service in a relevant field with a government organization or a reputable organization with a turnover of more than 100 crore is required.
- Mandatory Knowledge: Applicants must have experience with projects involving EIA & SIA work/reports for construction, metro, railway, or highway projects (especially those funded by JICA, ADB, etc.), environment clearances for Class A and B projects, and land acquisition. Knowledge of Rehabilitation & Resettlement, Environment, Health, and Safety Management systems, as well as Green Building requirements, is also mandatory.
- Maximum Age: The maximum age limit for this post is 62 years.
- Job Description: The selected candidate will be responsible for all work related to Environment, Social, Rehabilitation, and Resettlement issues for the Patna Metro Rail Corporation.
- Contract Pay: The monthly contract pay for this position is ₹1,25,000.
2. Consultant (Land Acquisition and R & R)
This position also has one vacancy.
Eligibility Criteria
- Experience: The role is open to a retired or soon-to-be retired (within one or two months) State Civil Service Officer from Bihar or a Revenue Officer with expertise and experience in revenue matters and the rehabilitation and resettlement of people affected by land acquisition.
- Mandatory Requirement: Applicants must be well-versed in Land Acquisition Acts, Rules, and Local Land Policies.
- Maximum Age: The maximum age for this position is 62 years.
- Job Description: The incumbent will coordinate with authorities on all land acquisition issues for the Patna Metro Rail Project. Responsibilities also include following up on issues under the Right to Fair Compensation and Transparency in Land Acquisition Act, complying with JICA guidelines, providing technical advice, and offering on-the-job training to contractors.
- Contract Pay: The monthly fee is calculated as the sum of the last pay and dearness allowance at the time of retirement, minus the pension and dearness relief at the time of retirement.

Applicants are required to provide their email address and mobile number on the application form. Only shortlisted candidates will be contacted for an interview, with the date and venue communicated via the provided email address. No travel or daily allowances (TA/DA) will be paid for attending the interview or for joining/relieving from the assignment.
The appointment is for a one-year contract, which can be extended based on performance and PMRCL’s needs. The contract does not include other allowances or facilities such as Dearness Allowance, House Rent Allowance, LTC, or medical allowance. During the contract period, candidates are not permitted to take up any other assignment. The services of a candidate can be terminated at any time by the MD/PMRCL without providing a reason. If a candidate wishes to resign, they must provide at least one month’s prior notice.
