    Overview

    The Jharkhand Public Service Commission (JPSC) has released an advertisement for the recruitment of various non-teaching posts in different universities across Jharkhand. The commission is inviting applications from eligible Indian citizens for these regular appointments. The advertisement number is 09/2025, and the last date for submitting applications is October 8, 2025.

    Vacancies and Pay Scales

    The recruitment drive includes several key positions with varying pay scales and specific vacancies at different universities. The total number of vacancies is 23, distributed across six different posts.1

    Post Name and Pay Scale

    • Registrar: Academic level 14, with a rationalized entry pay of Rs. 1,44,200/-.
    • Finance Officer: Academic level 14, with a rationalized entry pay of Rs. 1,44,200/-.
    • Controller of Examinations: Academic level 14, with a rationalized entry pay of Rs. 1,44,200/-.
    • Deputy Registrar: Academic level 12, with a rationalized entry pay of Rs. 78,800/- and after five years, the pay will be at academic level 13, with a rationalized entry pay of Rs. 1,18,500/-.
    • University Deputy Director of Physical Education: Academic level 12, with a rationalized entry pay of Rs. 79,800/-.
    • Assistant Registrar: Academic level 10, with a rationalized entry pay of Rs. 56,100/- and after eight years, the pay will be at academic level 11, with a rationalized entry pay of Rs. 67,700/-.

    University-wise Vacancies

    The vacancies are distributed among various universities as follows:

    • Ranchi University, Ranchi: One vacancy each for Finance Officer and Controller of Examinations.
    • Vinoba Bhave University, Hazaribagh: One vacancy each for Finance Officer, Controller of Examinations, and Deputy Registrar.
    • Sido Kahnu Murmu University, Dumka: One vacancy each for Finance Officer and Controller of Examinations.
    • Nilambar-Pitambar University, Medininagar, Palamu: One vacancy each for Finance Officer and Controller of Examinations.
    • Kolhan University: One vacancy for Finance Officer.
    • Jamshedpur Women’s University: One vacancy each for Finance Officer and Controller of Examinations.
    • Binod Bihari Mahto Koyalanchal University: One vacancy each for Finance Officer and Controller of Examinations.
    • Raksha Shakti University: One vacancy for each of the six posts listed.
    • Dr. Shyama Prasad Mukherjee University, Ranchi: One vacancy each for Registrar, Finance Officer, and Controller of Examinations.

    Eligibility and Selection Process

    The selection process is based on a preliminary merit list, document verification, and an interview. The commission will prepare a rank-cum-reservation roster after shortlisting candidates.

    Qualifications & Experience

    • Registrar, Finance Officer, and Controller of Examinations: Candidates must hold a Master’s Degree with at least 55% marks. They need at least 15 years of experience as an Assistant Professor (Academic Level 11 and above) or 8 years of service as an Associate Professor (Academic Level 12 and above), with experience in educational administration. Alternatively, 15 years of administrative experience, with at least 8 years as a Deputy Registrar or an equivalent post, is also acceptable.
    • Deputy Registrar: A Master’s Degree with at least 55% marks is required. Candidates must have nine years of experience as an Assistant Professor (Academic Level 10 and above) with educational administration experience, or five years of administrative experience as an Assistant Registrar or equivalent post.
    • University Deputy Director of Physical Education: A Ph.D. in Physical Education or a related field is necessary. Candidates from outside the university system must also have at least 55% marks at the Master’s level. Additionally, eight years of experience as a University Assistant DPES/College DPES is required.
    • Assistant Registrar: A Master’s Degree with at least 55% marks is required. Candidates must have five years of supervisory experience in government, semi-government, public sector, or autonomous organizations, universities, or other institutions of higher learning, with good working knowledge of general administration and university rules.

    Application and Document Submission

    Online applications are accepted through the JPSC website (www.jpsc.gov.in) via the One Time Registration (OTR) system. The online application period is from September 18, 2025, to October 8, 2025, until 5:00 PM. The link for fee payment will remain active until 5:00 PM on October 9, 2025.

    After submitting the online application, applicants must send a printed, self-attested hard copy of the application form and other required documents via registered post, speed post, or by hand to the Controller of Examination, Jharkhand Public Service Commission, Circular Road, Ranchi-834001. The hard copy must be received by 5:00 PM on October 21, 2025.

    Application Fees and Other Details

    Application Fee Structure

    • General, BC-I, BC-II, and EWS candidates: Rs. 600/-.
    • Jharkhand State SC/ST candidates: Rs. 150/-.
    • Persons with Disabilities (at least 40% relevant disability): Exempt from fees.

    The application fee is non-refundable.

    Calculation of Marks

    The final score will be determined by marks awarded for educational qualifications and a maximum of 100 marks for the interview. The weightage for educational qualification is as follows:

    • Matriculation: 0.15 x % obtained
    • Intermediate: 0.20 x % obtained
    • Graduation: 0.25 x % obtained
    • Post Graduation: 0.40 x % obtained

    The minimum qualifying marks are 40% out of a total of 200 (100 for academic qualifications and 100 for the interview).2
