    CEIL Recruitment 2025 : Fixed-Term Hiring of F&A, HR, and IT Personnel

    Overview

    Certification Engineers International Ltd. (CEIL), a profitable wholly-owned subsidiary of Engineers India Ltd. (EIL) under the Ministry of Petroleum & Natural Gas, is inviting applications from Indian Nationals for various positions on a fixed-term contract basis. These positions are for Finance & Accounts (F&A), Human Resources (HR), and Information Technology (IT) departments. The initial contract period is one year, extendable for another 24 months or until project completion, whichever is earlier, subject to satisfactory performance.

    Eligibility Criteria

    Educational Qualification & Experience as on 30.06.2025

    • Finance and Accounts [F&A]/Sr. Officer:
      • Educational Qualification: Graduate (full-time with minimum 50% marks) from a recognized university with professional qualification of Chartered Accountant (CA) from The Institute of Chartered Accountants of India OR Cost Accountant (CMA) from The Institute of Cost Accountants of India.
      • Post Qualification Experience: Experience in handling various aspects of Finance & Accounts department of service sector. Knowledge of Income Tax, GST, statutory compliance and general accounting till finalization would be preferred.
    • Finance and Accounts [F&A]/Associate-I/II/III:
      • Educational Qualification: Commerce Graduate (full-time with minimum 50% marks) from a recognized university.
        • For Grade-I: Relaxation of 1 year in experience will be given to suitable candidates with additional qualification of CMA/CA Inter and above.
        • For Grade-II & III: Preference will be given to candidates having CMA/CA Inter and above.
      • Post Qualification Experience: Experience in handling various aspects of Finance & Accounts department of service sector. Knowledge of Income Tax, GST, statutory compliance and general accounting till finalization would be preferred.
    • Human Resource and Administration [HR&A]/Associate-I/II/III:
      • Educational Qualification: BBA OR Graduate in any discipline (full-time with minimum 50% marks) from a recognized university with Diploma in Personnel Management. Preference will be given to candidates having additional qualification in MBA(HR) or MA in PMIR or Masters in Personnel Management or equivalent.
      • Post Qualification Experience: Post qualification experience in handling various aspects of HR & Administration including contract handling, recruitment and general administration.
    • Information Technology (IT) [IT]/Associate-II/III:
      • Educational Qualification: Graduate in Bachelor of Science in Information Technology [BSC (IT)] or Bachelor of Computer Application (BCA) (full-time with minimum 50% marks) from a recognized university. Preference will be given to candidates with MSc-IT or MCA.
      • Post Qualification Experience: Post qualification experience in handling/knowledge in various aspects of Information Technology including software handling/development, networking & hardware.
    • Engineer – Information Technology (IT):
      • Educational Qualification: BE/B.Tech/B.Sc. (Engg.) Degree in Computer Science/IT/ECE or MCA.
      • Post Qualification Experience: Minimum 2 years’ experience in Software development in Dot net, ASP, Crystal report, Java, MVC, Mobile Apps, oracle DBA, LAN Management / Cyber Security / Video Conferencing/ Networking etc..

    Age and Experience Relaxation

    • Reservations and age relaxations exist for SC/ST/OBC/Persons with disabilities (PWD)/EWS as per Govt. of India guidelines.
    • Experience prescribed is relaxable at the discretion of the Company for SC/ST candidates.
    • Upper age limit for Persons with Disabilities (PWD) candidates is relaxable by 10 years (for those with 40% or more disabilities).
    • Upper age limit is relaxable for Ex-Servicemen.
    • The cut-off date for experience & age is 30.06.2025.

    Selection Process

    • Associate Category: Selection will be done through a written test. Shortlisted candidates will be informed about the Date, time, and venue of the written test through email.
    • Other Positions (Implied): Interviews will be held at the CEIL office in Navi Mumbai. Interviews may also be conducted online via Skype, Google Meet, or similar platforms, as specified in communication.
    • Shortlisting of candidates will be based on details provided in the application form.
    • CEIL may restrict the number of candidates called for interview/written test based on academic excellence, age, experience, etc..
    • No TA/DA will be given for attending interviews.

    Documents to Bring for Interview/Written Test (Originals with Attested Photocopies)

    • Educational and Professional Qualifications (All Mark Sheets & Certificates)
    • Service Certificate of past employment & proof of date of joining & its continuity in the present Organization (if applicable) & the latest salary slip
    • Medical Certificate for Person with Disability Certificate (if applicable) with photograph, issued by the competent authority satisfying the minimum degree of disability of 40%
    • Copy of Scheduled Caste/Scheduled Tribe/Other Backward Class (OBC) (Non-creamy Layer) certificate, if applicable from the competent authority. OBC certificate should clearly indicate non-creamy layer status.
    • EWS certificate from the competent authority.
    • CVs duly filled in Annexure (5 copies required; Annexure will be sent to shortlisted candidates only).

    General Information & Conditions

    • CEIL reserves the right to reject any candidature without assigning any reason.
    • Mere possession of minimum qualifying criteria does not entitle candidates for an interview.
    • Appointment is provisional and subject to verification of Character & Antecedents and Caste/PwD Certificate/EWS certificate.
    • Proficiency in computer knowledge is essential.
    • Career growth avenues are governed by prevailing rules and practices based on qualification and performance.
    • Canvassing in any form will result in disqualification.
    • Equivalent percentage of marks for CGPA/OGPA/CPI should be indicated, with documentary proof required at the time of document verification.
    • Minimum percentage of marks in essential qualification(s) will be considered as per Institute/University rules/norms.
    • The job is purely on a temporary basis and does not guarantee regular appointment.
    • The number of vacancies can vary and is project-dependent.
    • Management reserves the right to cancel/restrict/modify/alter the selection/recruitment process at any stage without notice or assigning any reason.
    • No perks or allowances other than the consolidated salary are payable.
    • An increment of 3% every year on the consolidated salary will be considered for the next 2 years in case of extension beyond one year.
    • Medical Insurance up to Rs. 5 lakhs per employee will be provided.
    • Group Personal Accident Insurance up to 100 times of respective Basic pay.
    • CEIL provident fund contribution shall be @12% of basic, which will be part of the consolidated salary.
    • Candidates must be of sound health and provide a Medical Fitness Certificate from a Government Hospital/Company Nominated Hospital at the time of joining; expenses are reimbursable.
    • The email address provided in the application should be valid/functional for at least 24 months.
    • Selected candidates will be on a panel, and appointment letters will be issued as per requirement. Vacancies indicated are tentative.
    • Contractual engagement may be terminated by CEIL at its sole discretion if performance/conduct is unsatisfactory.
    • One month’s notice or one month’s consolidated pay in lieu of notice is required for termination by either party during the contract, except on expiration.
