Engagement of Retired Officer/Govt. Officers / Domain Experts / Experts as Advisor 5G in Centre for Development of Telematics (C-DOT)

Overview:

Centre for Development of Telematics (C-DOT), an autonomous R&D Telecom Technology Centre under the Department of Telecom, Ministry of Communication & IT, has invited applications from Retired Officers / Govt. Officers / Domain Experts / Experts for engagement as Advisor in C-DOT, Delhi for the following functional area.

1. Role Overview

The role of the Advisor 5G is to provide strategic guidance and expertise to advance the organization’s mission in its product development pursuits in the Telecommunication space, especially in emerging areas like 5G and associated technology domains. The Advisor’s role will be critical in helping C-DOT make informed decisions about technology investments, innovations, and transformation initiatives. Strong leadership skills and the ability to navigate the intersection of R&D and industry collaboration are essential. The Advisor will play a key role in advancing CDOT’s position as a leading force in Telecom R&D in India.


2. Key Responsibilities

a) Strategic Leadership

  • Collaborate with C-DOT to develop and refine CDOT’s strategic vision, goals, and objectives related to the development of 5G technology.
  • Provide strategic insights and recommendations to align CDOT’s initiatives with industry trends, technological advancements, and national priorities in the field of 5G/6G.

b) Technology Roadmap

  • Contribute to the development and execution of a comprehensive technology roadmap for 5G, ensuring alignment with CDOT’s strategic objectives.
  • Stay abreast of the latest developments, standards, and trends in the field of 5G technology.
  • Evaluate the current technology infrastructure and assess readiness for 5G adoption, identifying opportunities and challenges.

c) R&D & Project Oversight

  • Provide guidance and oversight to R&D teams, ensuring that 5G projects align with CDOT’s strategic objectives and contribute to the advancement of telecom technologies.
  • Oversee creation and enhancement of products, ensuring alignment with market needs and standards.
  • Ensure efficient, on-time, and within-budget execution of major projects.

d) Industry Collaboration

  • Identify and foster collaboration with industry partners, academic and research institutions, and government agencies to strengthen CDOT’s position as a key player in the Telecom ecosystem.
  • Explore opportunities for international collaboration and partnerships to contribute to global telecom advancements.

e) Quality Assurance

  • Implement quality processes to maintain high delivery standards, ensuring that 5G products & solutions meet or exceed industry benchmarks.

f) Talent Development

  • Play a role in talent development and management, ensuring that CDOT has the right expertise and skilled teams to drive R&D activities in the field of 5G/6G.
  • Foster a culture of innovation and encourage research teams to explore new ideas and technologies.

3. Qualifications

  • Bachelors or Masters degree in Electronics or Computer Science or equivalent.
  • Business study from a leading business school will be an added plus.

4. Experience

  • A seasoned professional with a deep understanding of the telecom NEP landscape, with at least 15 years of experience in Research and Product Engineering activities.
  • At least 5 years in a Senior Management / Leadership position.

5. Skillset

  • Proven leadership skills and a track record of driving strategic initiatives.
  • Knowledge of 5G technology, including its architecture, standards, and capabilities. Familiarity with related technologies such as edge computing and IoT is a plus.
  • Proficiency in full-cycle development & deployment of Telecom products & solutions (e.g., RAN, Core Network solutions).

Conditions for Engagement of Advisor:

  • Initially appointed on a short-term contract basis for 1 year.
  • Contract extension based on performance, up to a maximum of three terms (1 year each) or 65 years of age, whichever is earlier.
  • Proficiency in office automation tools (MS Word, PowerPoint, Excel, etc.) and drafting skills.
  • Engagement purely on a contract basis.
  • Non-disclosure undertaking required.
  • Working hours from 8:30 am to 5:00 pm, including a half-hour lunch break. May be required to work beyond office hours or on weekends as needed.

Remuneration

  • Retired Government Officers:
    • The remuneration/salary for retired government officers appointed as Advisor will be their Last Pay drawn (consolidated) plus DA (Dearness Allowance) at the prevailing rate on the date of appointment as Advisor, minus any pension they receive.
    • Apart from consolidated remunerations, advisors will not receive any other allowances.
  • Candidates from Industry:
    • The remuneration/salary for candidates from the industry will be as per industry standards.
  • Consolidated and All-Inclusive:
    • The remuneration/salary will be consolidated and all-inclusive.
    • Advisors will not be entitled to any other allowances, including residential accommodation and vehicle allowances.
    • Medical facilities will be provided as per C-DOT policy, especially if the advisor is not a member of CGHS (Central Government Health Scheme) or does not avail similar facilities post-retirement from their parent organization.
  • Income Tax Deduction:
    • Income tax, as per prevailing rules, will be deducted at source before effecting the payment.
    • C-DOT will issue a TDS (Tax Deducted at Source) certificate for this purpose.

  • Eligible individuals willing to offer their services as an Advisor should submit their applications to the Head (P&HR) by 15/4/2024, within 30 days from the date of advertisement in Employment News (English).
