The Bihar Legislative Assembly, also known as the Bihar Vidhan Sabha, is the lower house of the bicameral Bihar Legislature of the state of Bihar in India. The first state elections were held in 1952.
In order to trace the genesis of the present day Legislature of Bihar, let us turn the pages of modern history. During the rule of the East India Company, the area of Bihar was made a part of the Bengal Presidency. On 12th December, 1911 the British Emperor George V announced in his Delhi Durbar, the creation of a separate province by combining Bihar and Orissa, with Patna as its headquarter. Sir Charles Stuart Bayley, was appointed as first Lieutenant-Governor of the Province.
On 22nd March 1912, the creation of Bihar and Orissa state was notified and Sir Charles Stuart Bailey became the first Lieutenant Governor of the state. The first meeting of newly constituted Bihar and Orissa Provincial Legislative Council was held on 20th Jan, 1913 in Patna.
After the passing of the Government of India Act 1935, Bihar and Orissa became separate states. A bicameral system of legislature was introduced according to the act. In 22 July 1936, first Bihar legislative council was set up. It had 30 members and Rajiv Ranjan Prasad was the chairman. First joint session of the two houses of the Bihar Assembly took place in 22 July 1937. Ram Dayalu Singh was elected as the speaker of the Bihar Assembly.
After the passing of Bihar Reorganisation Act 2000 by the Indian Parliament Jharkhand came in to existence carved out of Bihar.
