    Patna, September 10, 2025 : The Bihar Public Service Commission (BPSC) has released a series of important notices for candidates appearing in the Integrated 71st Combined (Preliminary) Competitive Examination (CCE). The notices, uploaded to the BPSC website cover a range of critical instructions, from admit card requirements and exam-day rules to a new grievance portal for reporting irregularities.

    Admit Card Instructions for Candidates with Unclear Photos

    The BPSC has informed certain candidates that the photos and signatures uploaded in their online application forms are either blank, illegible, or unclear. These candidates must submit specific documents to the center superintendent at their designated examination center on September 13, 2025.

    Required Documents:

    • Declaration Form: Candidates must download the declaration form from the BPSC website and fill it out completely.
    • Affixed Photo: A colored photograph attested by a gazetted officer must be affixed in the designated space on the declaration form.
    • Signatures: Candidates must sign the declaration form in both Hindi and English in the specified areas.
    • Additional Photos: Two attested colored photographs are required. One must be affixed to the candidate’s e-admit card next to the designated space, and the second must be affixed to the office copy of the e-admit card in front of the center superintendent.
    • Identification: Candidates must bring their original Aadhaar Card, PAN Card, or Driving License, as stated in their online application, for identification.

    Admit cards will not be sent via post. Candidates will only be allowed to take the exam after the center superintendent verifies all submitted documents and photographs.

    New Grievance Redressal System for Exam Irregularities

    To prevent baseless complaints and streamline the process for genuine grievances, the BPSC has introduced a new system. Candidates of the 71st Integrated CCE who wish to report irregularities or misconduct at their exam center must do so through the new grievance portal.

    Grievance Submission Guidelines:

    • Portal Access: Complaints can be filed on the BPSC Online Application Portal by logging in with a username and password and clicking the “GRIEVANCE” button on the dashboard.
    • Time Limit: Complaints must be filed as soon as possible, but no later than 48 hours after the conclusion of the exam.
    • Mandatory Affidavit: An affidavit must be uploaded with the complaint; submissions without one will not be considered.
    • Detailed Information: The complaint should include a full description of the alleged irregularity or misconduct, supporting evidence, the time of the incident, and the names of any involved individuals if known. Incomplete or unclear complaints without evidence or an affidavit will be rejected.
    • Who Can Complain: Only candidates who took the exam are permitted to file a complaint. The commission warns that false, baseless, or misleading complaints will result in disciplinary action against the candidate.

    The investigation of these complaints will be conducted by the District Magistrate, the concerned center superintendent, or a designated district nodal officer, with a report submitted to the commission within 72 hours. Investigations will be based on the evidence provided by the candidate, CCTV footage from the exam center, and statements from invigilators.

    Exam-Day Rules and Penalties for Misconduct

    The examination will be held on September 13, 2025, from 12:00 PM to 2:00 PM across 912 centers in 37 districts of the state. Candidates must arrive at their designated center at least 2.5 hours before the exam starts, as entry begins at 9:30 AM. Entry into the examination hall will not be permitted after 11:00 AM, one hour before the exam begins.

    Strict Code of Conduct:

    • Prohibited Items: Electronic devices such as mobile phones, calculators, Bluetooth devices, Wi-Fi gadgets, electronic pens, pagers, and smartwatches are strictly prohibited inside the examination center. Possession of any electronic material in the exam hall will be considered misconduct.
    • Negative Marking: A penalty of one-third (1/3) of a mark will be deducted for every incorrect answer.
    • Answer Sheet Tampering: Using markers, white fluid, blades, or erasers to change an answer on the answer sheet will be treated as having multiple answers, leading to a one-third (1/3) mark deduction for the incorrect response.
    • Punishment for Misconduct: Candidates caught engaging in misconduct or found with electronic materials will be barred from all BPSC exams for five years. Those spreading false or sensational rumors related to the exam will be banned for three years. Legal action will also be taken under the Bihar Public Examination (Prevention of Unfair Means) Act, 2024.

    Candidates are advised to disregard sensational rumors and rely only on official information from the BPSC’s official website.1
