JEEViKA : Company / Organisation Profile 2

The Bihar Rural Livelihood Promotion Society, also known as Jeevika, is a government initiative from Bihar aimed at the socio-economic upliftment of the rural poor in Bihar. Jeevika has reached over 1.3 crore rural women through 10.47 lakh self-help groups and operates in all 534 blocks of 38 districts in Bihar.

In 2012, BRLPS or JEEViKA launched the Young Professionals Program. This competitive program targets motivated, talented young professionals under the age of thirty who are committed to making a difference in Bihar’s development landscape.

The Government of Bihar (GoB), through BRLPS, an autonomous body under the Department of Rural Development, is leading the World Bank-supported Bihar Rural Livelihoods Project (BRLP), locally known as JEEViKA. The project aims to socially and economically empower the rural poor. The Livelihoods Restoration and Enhancement component of the Bihar Kosi Flood Recovery Project (BKFRP) was subsequently incorporated into JEEViKA.

The Ministry of Rural Development (MoRD), Government of India (GoI), has transformed the Central Scheme Swarnajayanti Gram Swarozgar Yojana (SGSY) into the National Rural Livelihoods Mission (NRLM). The key strategy of the SGSY, implemented since 1999, was that the poor need to be organized and their capacities systematically built up so they can access self-employment opportunities. The NRLM, launched by the GoI, builds on the core strengths of the SGSY and incorporates the important lessons from large-scale experiences in the country.

As a first step in implementing the NRLM in the state, the GoB designated BRLPS as the State Rural Livelihoods Mission (SRLM) for implementing the NRLM in the state. This decision was made based on BRLPS’s successful experience in implementing a similar approach in the state over the last few years under the JEEViKA project. The next significant step taken was the preparation of the State Perspective and Implementation Plan (SPIP), a long-term strategic plan that would guide the implementation of the NRLM in the state.

The SPIP was prepared using a participatory methodology and underwent several intensive consultations. It was shared with different departments in the government, the DRDAs, civil societies and NGOs, bankers, and educational & research institutions to gather feedback from various stakeholders, which was then incorporated into the document. The SPIP was examined and cleared by the Empowered Committee after seeking guidance from senior government functionaries in a consultation chaired by the Chief Secretary, Bihar. It was subsequently approved by the State Cabinet.

The SPIP aims to reduce poverty by enabling poor households to access gainful self-employment and skilled wage employment opportunities, resulting in a significant improvement in their livelihoods on a sustainable basis, through building strong grassroots institutions of the poor. It stands on the four pillars of NRLM: social mobilization, financial inclusion, vulnerability reduction combined with livelihoods enhancement, and the sensitive and dedicated support structure to be put in place. It also provides detailed strategic guidelines and operational procedures.

The GoB is committed to poverty alleviation by building, supporting, and sustaining institutions of the poor and enhancing their livelihoods. It strongly believes in the innate capabilities of the poor and aims to complement them with capacities (information, knowledge, skills, tools, finance, and collectivization) to deal with the rapidly changing external world. It is a pleasure to share the SPIP of Bihar towards the implementation of NRLM in the state.
